added class option to include a secondary german abstract following the english one

A student asked me how to achieve this and I figured if the usecase exists, there should be a canonical way to do it without the need for the student to tinker with the class definition.

Any thoughts on exploiting the default "False" state of a newly defined TeX-conditional?
